National Performance Plan (NPP) for Air Navigation Services

The COMMISSION REGULATION (EU) No 691/2010 of 29 July 2010, laying down a performance scheme for air navigation services and network functions and amending Regulation (EC) No 2096/2005 laying down common requirements for the provision of air navigation services (Performance Regulation) lays down the necessary measures to improve the overall performance of air navigation services and network functions for general air traffic within the ICAO EUR and AFI regions.

To that purpose, the Performance Regulation establishes the four Key Performance Areas (KPAs) of safety, environment, capacity and cost efficiency together with Key Performance Indicators (KPIs) associated with each KPA.

With COMMISSION DECISION (2011/121/EU) of 21 February 2011 setting the European Union-wide performance targets and alert thresholds for the provision of air navigation services for the years 2012 to 2014 (EU-wide Targets), the Commission has established targets at European Union level for the KPIs of environment, capacity and cost-efficiency for the first reference period (2012-2014).

Each Member State (or FAB if so decided) has to elaborate a performance plan containing national targets consistent with the EU-wide targets though only national targets for capacity and cost-efficiency are mandatory for this period. This performance plan shall be drafted by the national supervisory authorities (NSAs), as per article 10.1 of the Performance Regulation.

In the case of Spain, the NSA responsible for drawing up the performance plan is the Agencia Estatal de Seguridad Aérea (AESA). Further to this, as there are three NSAs involved in Spain,

  • AESA,
  • Secretaría de Estado para el Cambio Climático (SECC or ANS-MET) Spanish NSA for MET services, within the Ministerio de Medio Ambiente y Medio Rural y Marino (Ministry of Environment), and
  • Segundo Jefe del Estado Mayor (SEJEMA or EA-NSA) Spanish Military NSA, within the Ministerio de Defensa (Ministry of Defence),

AESA is also the NSA in charge of the coordination as set out under Article 4.3 of the Performance Regulation. This has been duly communicated to the European Commission by letter to the Director for Air Transport of 29 September 2010.

A Draft Performance Plan for Stakeholder Consultation was issued on the May 10th and sent to the stakeholders suggested by the Performance Review Unit (PRU) of Eurocontrol with due advance, as requested by Article 10.2.(b) of the Performance Regulation. The Stakeholder Consultation Meeting was held on May 31st at Lisbon at FAB level between Portugal and Spain, founding members of the South West (SW) FAB.At the same time, a public written consultation period was enabled. The presentation shown at the meeting and the result of the consultation process together with the comments received to the PNER have been included as part of the PNER.

A final Performance Plan has been proposed to the Dirección General de Aviación Civil (DGAC), Ministry of Transport, for its adoption and ensuing communication to the European Commission on June 30th.

The plan was finally adopted by the Secretary of State on July 4th and duly submitted to the European Commission for the PRB's assessment that will take place in the summer months.
